Public Affairs and Policy Lead

ABOUT ZENOBE
Our goal is to make clean power accessible, to accelerate the shift to zero carbon power and transport.
We’re building and operating the world’s most sophisticated battery systems to enable the uptake of more renewable power and accelerating fleet electrification, de-risking the transition to zero-emission transport at scale. We’ve been consistently innovative since we were founded in 2017, achieving major industry firsts and using proprietary software and data analysis to optimise operational performance for our customers. At the end of their life, we repurpose electric vehicle batteries to provide clean power at depots, on construction sites and film sets.
Today we have 730 MW of grid scale battery storage operational and under construction and are the largest owner and operator of EV buses in the UK, Australia and New Zealand, supporting over 1,000 electric vehicles worldwide. In our first five years we have raised nearly £1.8 billion in funding and have expanded into other markets such as the US. THE OPPORTUNITY
We are looking to recruit a public affairs and policy professional with experience in energy and transport decarbonisation. The ideal candidate will have a strong understanding of UK energy policy, and will have proven experience of influencing stakeholders across Government, National Grid ESO, and Ofgem. They will also have a strong track record in public affairs, and will be able to use campaigning and advocacy tactics to support Zenobē’s energy and transport policy objectives.
Reporting to the Head of Marketing and Strategic Communications and working directly with the Business Development teams (and to a lesser extent Legal), the candidate will support and manage day-to-day policy tracking and development, while leading on political outreach. The role integrates with team members across both our energy storage and fleet electrification divisions. Its responsibilities include liaising with external stakeholders including political decision makers, civil servants, industry, trade associations, and consultants. It will be a requirement to hit the ground running and to be comfortable operating at a rapid pace under the pressure of overlapping deadlines.
A TASTE OF THE DAY TO DAY
Policy development and consultations
While policy work will focus predominantly on energy, the successful applicant will be able to support our transport policy work. This will involve:
- Keeping track of evolving energy policy and regulation, and communicating important developments across the business.
- Leading in the development of Zenobē’s energy policy positions, working closely with the Network Infrastructure Business Development team.
- Drafting responses to energy policy consultations and inquiry submissions. This will require strong experience of and expertise in UK energy policy.
- For example, over the last three years, the current occupant of the role has responded to two consultations on the Review of Electricity Market Arrangements, and consultations on the Capacity Market, Long Duration Energy Storage, the Transmission Constraint License Condition, grid connections, transmission charging, the Net Zero Review, and the National Battery Strategy, as well as writing a battery storage policy manifesto.
- Leading in the development of Zenobē’s transport policy positions, working closely with the Electric Vehicles Business Development team.
- Communicating important developments across the business, and drafting relevant consultation responses. This will require an ability to learn rapidly about transport decarbonisation policy.
- For example, over the last three years, the current occupant of the role has responded to the Future of Transport Regulatory Review, a consultation on ending the sale of non-zero emission buses, a select committee inquiry on strategic transport objectives, and combined authority consultations on bus franchising, as well as writing a fleet electrification policy manifesto and a report that that covers the Targeted Charging Review.
- Drafting Zenobē policy statements on supply chains, environment, health and safety, and quality.
Stakeholder engagement
- Leading on public affairs work across the Network Infrastructure and EV Fleets divisions of the business.
- Working alongside the Head of Marketing and Strategic Communications to communicate Zenobē’s policy positions to political decision makers and identify outreach opportunities.
- Providing technical policy advice to the media team for political commentary and key media moments.
- Managing Zenobē’s contract with a leading political consultancy and overseeing their work on political communications and policy research.
- Representing Zenobē at diverse events such as trade association forums, code modification workgroups, and political party conferences.
- Managing relationships across Government, Opposition, Ofgem, ESO, industry, and trade associations.

Knowledge and Experience
Essential:
- At least 5 years’ experience working in energy or transport policy.
- A strong understanding of recent clean energy and transport policy (e.g., the Review of Electricity Market Arrangements, Long Duration Energy Storage policy, Capacity Market reform, Balancing Mechanism reform, bus franchising and various zero emission bus funding schemes).
- Experience of working collaboratively to research and write long-form policy documents (such as consultation responses and policy reports).
- Experience of working in a fast-moving working environment.
- An established network in the energy and/or transport policy space.
- A good understanding of the UK’s political landscape and processes (e.g., policy consultations, parliamentary questions, and select committees).
- An understanding of finance and investment in transport and energy.
Desirable:
- Experience of working in Government, Ofgem, or National Grid ESO.
- A strong understanding of business models for energy storage and fleet electrification.
- Experience of convening stakeholders from across multiple organisations to work towards a shared goal.
- Experience of writing short-form pieces including articles, press releases and letters to MPs.
- A proven track record of successfully influencing policy through advocacy and campaigning.
Skills and Competencies
Essential:
- A passion for climate policy.
- Excellent writing skills.
- Strong verbal communication and presentation skills, and the confidence to represent Zenobe at external events.
- The ability to manage relationships across a wide range of organisations including industry, the public sector, media, and trade associations.
- A disposition to thrive in a fast-moving, high-pressure environment.
- Strong organisational and interpersonal skills.
- Good IT skills.
Desirable:
- Quantitative skills, preferably basic data science skills to create simple models of policy proposals.
