THE OPPORTUNITY
We are recruiting a Policy Analyst with experience in electricity decarbonisation, markets and/or networks. The ideal candidate will have a good understanding of GB electricity market design and regulation, with an understanding of battery energy storage systems (BESS). Experience engaging with Government, Ofgem, NESO and relevant industry bodies would be highly beneficial.
This role will be central to advancing Zenobē’s energy policy objectives, leveraging public affairs, advocacy and stakeholder engagement to shape the regulatory and policy landscape. Reporting to the Policy & Public Affairs Lead, the successful candidate will work closely with the Network Infrastructure (NI) Business Development teams, ensuring that policy development supports grid-scale storage.
Key responsibilities will include monitoring and analysing policy and regulatory developments, engaging with external stakeholders - including political decision-makers, civil servants, local and national organisations, trade associations and consultants - and advocating for policy frameworks that enable the growth of both electric mobility and battery energy storage.
Candidates should be able to operate at pace, balancing multiple priorities and respond swiftly to policy changes in a fast-moving sector. This is an exciting opportunity to help shape the future energy system as part of a dynamic and forward-thinking team.
A TASTE OF THE DAY TO DAY
Support the integration of Battery Energy Storage Systems (BESS) in renewables systems, working closely with the NI Business Development teams.
Track evolving energy policy, regulation and market reforms affecting BESS (e.g., Reformed National Pricing, code modifications such as P462, Capacity Market reform, LDES Cap & Floor) and communicate material developments to internal stakeholders.
Support the development of Zenobē’s policy positions, working closely with the Policy Lead and Business Development team to draft responses to consultations, code modifications and inquiry submissions.
Conduct research, analysis and modelling on the economic, social and environmental impacts of policy options which will be used to inform decision-making and support our leadership in the energy sector.
Monitor and evaluate policy effectiveness, identifying opportunities to enhance Zenobē’s market position and service offerings.
Support and lead aspects of our engagement with key stakeholders & drive collaboration across central government and local authorities.
Engage with government departments and industry bodies to advocate for Zenobē’s policies that support the integration of battery energy storage systems (BESS).
Represent Zenobē at industry forums, public consultations and working groups to enhance the company’s influence in shaping energy policy and regulation.
Author concise policy briefs and position statements on battery storage policy and provide internal guidance to senior leaders ahead of meetings and events.
Facilitate collaboration between public and private sector stakeholders, ensuring our solutions are integrated into national and regional strategies.
Support the Community and Stakeholder Engagement Manager with the regional and local stakeholder engagement strategy around Zenobē NI projects.
Evidence, analysis and internal enablement
Support and lead aspects of quantitative and qualitative analysis to assess policy proposals’ system and consumer impacts
Brief senior leaders and commercial teams on regulatory risk/opportunity; develop persuasive narratives, briefings and supporting collateral for external use (presentations, letters to MPs, opeds, response summaries).
Maintain an internal policy tracker and calendar of consultations, workgroups and key decision points.

Essential skills & experience
Background in energy policy analysis; electricity markets, flexibility, or storage.
Knowledge of recent and ongoing electricity market reforms impacting BESS.
Proven ability to conduct quantitative and qualitative research to support policy development and commercial strategy.
Excellent written and verbal communication skills, with experience writing long-form policy documents including consultation responses, inquiry submissions and policy reports.
Strong stakeholder engagement skills, with experience working with government bodies, trade bodies and industry partners.
Desirable skills & experience
Experience in Government, Ofgem, National Grid ESO, or relevant code bodies.
Strong connections across the energy sector.
Good understanding of UK political processes (consultations, parliamentary questions, select committees, code governance)
Quantitative skills, ideally basic data science/modelling to build simple policy impact models (e.g., Python/Excel for scenario analysis).
